It is one product on every plan. Plans switch features on and set limits — they are never a different application, and nothing you configure on a smaller plan is discarded when you grow.

Two limits are worth knowing before you plan a rollout. The number of sites is a hard limit, so a plan for 25 will refuse the 26th rather than quietly billing for it. Cellular units are not available on Free at all: they carry an ongoing data cost that recurs every month, which is the one thing a free account can't be allowed to generate. Wi-Fi units on Free are unaffected.
Sensors beyond the three included at a site are not refused — they become a small add-on line instead. Turning away a safety sensor because of a quota would be the wrong failure.
