Auto-enrolment and "awaiting classification"

A cellular unit that powers on joins your account by itself, but it is not monitoring anything until someone says which store it protects.

When a cellular unit first reports in, it is credentialled and starts recording immediately — deliberately, so an installer standing in a restaurant gets confirmation the unit is alive before they leave.

The other half of that trade: until someone says which store it's in, the unit is marked awaiting classification. It records, but it raises no alerts and counts toward no store's compliance record.

This is the failure mode to watch on a large rollout: a unit installed weeks ago that nobody finished setting up. It looks healthy — it's online and recording — and it will not alert anybody. The dashboard advertises the count for exactly this reason.

Assigning it to a store is the whole job, and it takes one click from the banner.
